Open dataset: flight distances and EU261 compensation

This is the dataset we calculate with ourselves. 303 routes from Amsterdam, Eindhoven and Rotterdam, with the great-circle distance and the compensation amount that follows from it under Regulation (EC) No 261/2004. Free to use with attribution.

How we calculate

Article 7(4) prescribes the great-circle method: the shortest distance over the earth's surface between departure and final destination — not the route actually flown and not the road distance. We compute it with the haversine formula between the published Aerodrome Reference Points, using an earth radius of 6371.0088 km (the IUGG mean radius).

The band test runs on the unrounded distance. Article 7(1)(a) reads “1500 kilometres or less”, so exactly 1500 km still falls in the low band.

For a connecting flight the distance is measured from the first departure airport to the final destination, not the sum of the legs (CJEU C-559/16, Bossen).

Where this usually goes wrong

Two things go wrong almost everywhere, including at established players:

  • The Canary Islands are EU territory. They are an outermost region under Article 349 TFEU. Amsterdam–Tenerife is 3,224 km, but because it is a flight within the Community, Article 7(1)(b) applies and the amount is €400 — not €600.
  • Curaçao is not. It is a country within the Kingdom of the Netherlands but an OCT, not EU territory. Amsterdam–Curaçao (7,834 km) therefore does fall under Article 7(1)(c): €600.

Norway, Iceland and Switzerland apply the regulation too but are not Member States. For the band test we treat them conservatively as non-intra-Community; on the routes in this dataset that makes no difference to the amount.
